Director of Title I

Job Summary:

The position will:

·       Supervise staff for the implementation and evaluation of Title I programs of the Every Student Succeeds Act (ESSA). Direct program area performance management and activities to ensure grantees are accessing and expending Title I grant resources in accordance with all applicable requirements, and are leveraging resources effectively and efficiently to meet local needs and improve local capacities to support student learning outcomes.

·       Engage in a high degree of collaboration with ADE program areas to help ensure ongoing alignment of program area activities with those of Title I and other applicable state plans and initiatives and to identify areas for cross-program area collaboration and coordination, and will be expected to participate in agency divisional, unit and team meetings and working groups.

·       Participate in other related program activities and complete other duties as assigned by the Deputy Associate Superintendent.

·       Occasional in-state and rare out-of-state travel is/may be required for this position.

 

Job Duties:

  • Direct assigned Title I program area staff in the planning, organizing, and implementation of Title I grant programs, to include performance management, collaborative monitoring, and grants management activities for Local Education Agency (LEA) grantees, to ensure effective programmatic implementation and fiscal compliance
  • Ensure consistency of expectations across all staff and timely completion of tasks
  • Develop, coordinate, and direct assigned Title I staff in the implementation of differentiated technical assistance, service, and support for schools, LEAs and educators for Title I programs
  • Engage in aligned and applicable outreach activities with parents, families, and communities
  • Ensure the provision of effective and positive customer service and support with external and internal constituents
  • Prepare program-specific technical and administrative reports
  • Support stakeholder inquiries
  • Attend local, state, and federal meetings and conferences
  • Engage in a high degree of collaboration with ADE program areas to help ensure ongoing alignment of program area activities with those of Title I and other applicable state plans and initiatives and to identify areas for cross-program area collaboration and coordination
  • Participate in agency divisional, unit and team meetings and working groups and external partnerships

 

Knowledge, Skills & Abilities (KSAs):

 

Knowledge in:

  • Every Student Succeeds Act (ESSA), Arizona Revised Statutes and State Board of Education rules governing public education
  • State and federal budgeting and personnel procedures
  • The Uniform System of Financial Records (USFR), Education Department General Administrative Regulations (EDGAR), and OMB Uniform Grant Guidance (UGG) and their application with Title I programs
  • Standards and practices for professional learning
  • Program evaluation techniques
  • K-12 educational curriculum, evaluation, evidence-based best practices, and education reform models
  • Methods and instructional strategies
  • Needs of special student populations
  • Applicants must have taught or administered an Educational program
  • Applicants must have a Bachelor's degree in Education, Public Administration, a related field, or must possess equivalent experience to substitute for the degree.
  • Position requires supervisory experience

  • Absorb, synthesize, interpret, and apply highly technical, specialized knowledge related to Title I and other federal, state, and local programs and initiatives
  • Proactively identify and create connections between Title I and Title II programs, activities, and initiatives and other federal, state, and local programs and agency initiatives
  • Develop, maintain, and enhance effective collaborative partnerships with Title I and Title II participating LEAs, schools, and educators and other ADE program areas
  • Provide leadership for workgroups, task forces, committees, and special projects

Selective Preferences:

Preference will be given to those applicants with:

  • Three or more years of combined professional experience at the federal, state, tribal, local education agency or school level related to the education of PK-12 students; to include experience working with Title I and Title II programs;
  • Experience in managing federal programs, to include Title I and Title II programs, fiscal and programmatic management, and reporting.

Retirement:

 

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
