Job Summary:

 

·         Under the direction of the Fiscal Director, this position provides oversight, training, and support to the Fiscal Monitoring team. Fiscal Monitors conduct fiscal monitoring for state and federal grants awarded to Local Education Agencies (LEAs) through ADE and process Single Audit Reporting Packages received from LEAs.

·         Occasional in-state and out-of-state travel is required for this position.

 

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs).  Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

 

Job Duties:

 

  • Oversee, supervise, train, evaluate performance, and provide technical assistance and support to Fiscal Monitors
  • Communicate issues and other staffing concerns to Fiscal Director
  • Oversee fiscal monitoring and single audits and review documentation and findings to ensure that work is completed timely and with accuracy
  • Conduct random sampling verification according to department guidelines
  • Oversee, develop, review, and track unit metrics and establish job assignments to ensure team and department goals are met
  • Participate in fiscal monitoring engagement calls, preliminary administrative review meetings, exit meetings and/or appeal hearings, providing support to staff and addressing LEA concerns
  • Collaborate with ADE program areas and Grants Management Enterprise (GME) vendor(s) to gather information, finalize findings, resolve discrepancies, and recoup disallowed costs
  • Assist Fiscal Director with policy development to align internal procedures with applicable standards and promote process improvement
  • Work with Grants Management Compliance Officer to periodically review and update fiscal monitoring processes and procedures

 

Knowledge, Skills & Abilities (KSAs):

 

Knowledge in:

  • Administration related to planning, organizing and directing fiscal matters and budgets
  • Principles and practices of auditing, accounting, and procurement.
  • Federal and state laws, rules, regulations, and policies pertaining to federal and state funding
  • A Bachelor's degree in Accounting, Finance, Education, or closely related field, or equivalent experience to substitute for the degree, is required.
  • Applicants must have supervisory or leadership experience.

  • Interpersonal skills to effectively interact with supervisors, peers, and client personnel
  • Computer skills to properly obtain and analyze audit work

·         Monitor compliance with federal grant regulations, State of Arizona procedures and controls by examining and analyzing records, reports, operating practices and documentation techniques

·         Conceptually interpret grant requirements, assess data, and then determine LEA compliance.

·         Work projects for extended periods without direct supervision

·         Adapt to changing conditions

·         Analyze quantitative and qualitative data and produce summary reports of findings.

·         Absorb difficult and obscure concepts and to conceptualize new systems

·         Operate successfully in a strong team environment

 

Selective Preferences:

 

Preference will be given to those applicants with:

·         At least two years of progressively more responsible accounting and/or auditing or similar work experience

·         A combination of formal education and work experience

·         Prior knowledge of federal or state funding regulations and grants management processes

Retirement:

 

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
