Job Summary:

 

·         Through an unlimited delegation of authority from ADOA, this position administers ADE’s $200+ million per year procurement operation in support of the agency’s management and operational needs and administers statewide contracts.

·         ADE Procurement also places statewide contracts each year for school use in support of the USDA National School Lunch Program, Title I Supplemental Educational Services for tutoring, the state’s Failing Schools tutoring, and Special Education services in private day schools required by the state.

·         Occasional in-state and rare out-of-state travel is required for this position.

 

 

Job Duties:

 

  • Administrator for the ADE Procurement Unit
  • Develops and implements operational plans, policies and procedures, staff assignments, and work standards
  • Directs, instructs, supervises, and evaluates the work product of procurement staff
  • Reviews performance of staff in accordance with process, and provides one-on-one counseling for professional development and mentors by implementing and enforcing procedures related to the area of responsibility
  • Plans, organizes, and coordinates the procurement activities to achieve unit and agency goals and strategic plan
  • Provides advice and counsel to ADE management on procurement issues; apprises the Chief Financial Officer (CFO)/Deputy Superintendent and other interested parties on work performed and future work anticipated, on protests or other Procurement related concerns
  • Previews, reviews, and advises management on procurement related legislation
  • Resolves protested solicitations, awards, and breach of contract claims, and mediates disputes
  • Renders formal decisions of protests and contract claims, and represents ADE at formal appeals hearings
  • Leads, facilitates, and directs as necessary the strategic and tactical planning process including identifying internal and external customer needs and develops goals, objectives, and strategies to fulfill customer needs and improve operations; develops work plans to align strategic plans with team goals and objectives
  • Manages Procurement’s operating budget
  • Acts as ADE’s Procurement liaison to the Attorney General’s Office, the State Procurement Office, and the State Procurement Advisory Council to ensure consistency of the Procurement Code
  • Plans, coordinates, and directs the development and implementation of customer-focused ADE procurement services, policies and procedures; promoting and ensuring continuous improvement
  • Ensures ADE is compliance with all state procurement code rules and regulations
  • Completes special projects/assignments as required

 

Knowledge, Skills & Abilities (KSAs):

 

Knowledge in:

  • In-depth knowledge of the Arizona Procurement Code and Arizona Revised Statutes to interpret and apply laws as it pertains to procuring goods and services for the State of Arizona
  • Law of contracts, the Uniform Commercial Code, and applicable business law
  • Marketing and sales techniques
  • Human resource rules and regulations and knowledge in industries of specialization
  • Principles of strategic planning, management, and performance measurement to ensure effective and efficient operations
  • Applicants must have supervisory experience

 

Skills in:

·         Research and analytical skills to research procurement laws, business process issues

·      Negotiation

·      Communication skills to effectively communicate with senior level personnel, contractors, customers, staff, and other government entities

·         Facilitation skills to properly run internal management and staff meetings as well as special project team efforts that require the application of brainstorming and problem solving techniques

 

Ability to:

·         Lead professional staff as well as other internal and external personnel involved in special projects and committees to achieve the Department’s goals and objectives

·         Organize, plan, coordinate, and prioritize activities effectively to meet ADE’s needs

·         Express ideas/information clearly and concisely

·         Establish and maintain effective, cooperative relationships

 

Selective Preferences:

 

Preference will be given to those applicants with:

·         Highly specialized and education and training including graduate school, the National Institute of Government Professionals procurement training series, and certification

·         National Contract Management Association training and certification

·         Conferences, and seminars

·         Arizona State Procurement Office training

·         Coursework in public procurement

·         Work experience that includes procurement or purchasing positions demonstrating a progressive increase in procurement responsibilities

Retirement:

 

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
