TITLE: Executive Director of Business and Finance
CLASSIFICATION: Executive Administrator
REPORTS TO: Deputy Superintendent & Superintendent
SUMMARY:
The Executive Director of Business and Finance is a senior leadership role responsible for the comprehensive financial management of the Roosevelt School District. This position oversees Federal Programs and Grants, Procurement, Accounts Payable, Financial Audits, and the development and administration of the district’s budget. The Executive Director also supports bond and override initiatives, explores alternative revenue strategies, ensures accurate financial reporting to the Governing Board, and provides staff development to support compliance with district policies and laws. This role plays a critical part in maintaining the fiscal health, transparency, and operational excellence of the district.
PERFORMANCE RESPONSIBILITIES:
Financial Leadership & Oversight
- Develop, implement, and manage the district’s annual budget in collaboration with district leadership.
- Maintain accurate and timely financial records in accordance with applicable laws, regulations, and district policies.
- Prepare and present comprehensive financial reports to the Governing Board,
Superintendent, and Deputy Superintendent.
- Ensure compliance with all federal, state, and local financial reporting requirements.
Federal Programs & Grants
- Oversee the administration, compliance, and reporting of all federal and state grant programs.
- Ensure proper allocation, documentation, and use of grant funds.
- Collaborate with program directors to support effective and compliant use of grant resources.
Procurement & Accounts Payable
- Direct the Procurement Department to ensure transparent, efficient, and compliant purchasing practices.
- Supervise Accounts Payable operations to ensure timely and accurate processing of vendor payments.
- Develop and enforce procurement policies and procedures aligned with district and legal standards.
Financial Audits & Compliance
- Coordinate and manage all internal and external financial audits.
- Ensure timely resolution of audit findings and implementation of corrective actions.
- Maintain strong internal controls to safeguard district assets and ensure financial integrity.
Overrides, Bonds, and Revenue Strategies
- Provide financial analysis and support for bond and override elections, including planning, forecasting, and community engagement.
- Collaborate with district leadership and consultants to develop and implement voter-approved funding initiatives.
- Explore and evaluate alternative revenue-generating strategies to support district goals and long-term sustainability.
Staff Development & Training
- Design and deliver professional development for district staff, site staff, and site administrators.
- Provide training on financial procedures, district policies, and applicable state and federal laws.
- Support capacity-building efforts to ensure consistent and compliant financial practices across the district.
Governance & Strategic Advising
- Serve as the primary financial advisor to the Superintendent, Deputy Superintendent, and Governing Board.
- Ensure adherence to district policies, Arizona Department of Education regulations, and federal grant requirements.
- Provide strategic financial insight to support district planning, operations, and academic initiatives.
EDUCATION & EXPERIENCE:
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field (Master’s preferred).
- Minimum of 5 years of progressive leadership experience in school finance or public sector financial management.
- Experience managing federal programs, grants, procurement, and bond/override initiatives in an educational setting is highly desirable.
KNOWLEDGE, SKILLS, AND ABILITIES:
- In-depth knowledge of school finance, budgeting, procurement, audits, and grant compliance.
- Strong leadership, analytical, and organizational skills.
- Excellent communication, presentation, and training abilities.
- Proficiency in financial software and systems used in school districts.
WORKING CONDITIONS:
- Office setting with occasional travel to school sites and board meetings.
- May require extended hours during budget season, audits, or election cycles.
- Requires being visible at school site activities.
- Develop strategies to ensure Finance staff responds to site/district staff expeditiously and with quality customer service.
TERMS OF EMPLOYMENT:
Twelve-month year, Executive Director, employee benefits in accordance with Board policies.
EVALUATION:
Performance to be evaluated in accordance with Board policy on evaluation of administrative staff.
